If you mean auto page numbering, do this:

1. Click the Insert tab on the Ribbon.

2. Click the Page Number button in the Header and Footer group.

3. Select Format Page Numbers from the dropdown list.

4. Set the Start At combination box to 23.

If you mean auto numbering for a numbered list,

1. Right-click in the numbered list.

2. Select Set Numbering Value.

3. Put 23 in the Set Value To list box.

4. Click OK.

If you mean the start number for a set of sequence ({SEQ}) fields, set it with a {SEQ \r 23} field

Hope that helps.
