Open Office Writer 2.4.1
I want to change the settings so that when I type ';1.'; and hit enter and TAB, the next line will be ';a)'; and indented. I know how to change the settings to this. What I don't know is how to make this the default setting used for every time I open a new document.

You should read the manuals here: http://documentation.openoffice.org/manu… . These are actually version 2 manuals, because version 3.0 is so new, but most things work exactly the same.
Essentially, in OpenOffice.org, you create a default template for each of the modules: Writer, Calc, Impress, and Draw. Then whenever you open one of the modules, it will open the same as the template: same margins, same default font, and so forth.
So set up your version of Writer the way you want it, in respect to numbering outlines and other features. Set these up using styles. Then blank the document.
For the rest, select the menu Help → OpenOffice.org Help. Select the Index tab and search for “templates”. Select “default templates”. This will instruct you how to save your Writer file as the default template. Give it some such name as “Writer_default”, as you will probably eventually set up a separate default template for Calc, Impress, and Draw, so isn’t so intuitive to just name the template “Default”. Now whenever you open a new Writer document, unless you specifically tell it to use another document, it will use that template as the basis for the new blank document.
As you find more settings that you would like to standardize, you can create a new blank document, set it as you now want things to be, and then save it again as the default template. Note: when you open previous documents that you have created from the older form of the template you will be asked if you want their format to change to match the new version of your default template.
