The patterns vary from state to state, so there's no one answer. However, I can give you an example, so that you can create a formula for your state.
Say the state uses 3 letters and then 3 digits.
The 3 letters each can be one of 26 values, and the 3 digits can each be one of 10 values.
So the formula would be 26x26x26x10x10x10 or 17,576,000.
Of course, the state could choose to throw out obscene combinations of letters.How many combinations can you make in a standard car plate numbering system?
26 letters and 10 numbers is 36 combinations per position.
7 different position makes;
36 to the power of 7 = 78364164096
