An artists decides the numbering of their tracks by listening to their own music and by seeing what fits for them. Also, if they decide to make a music video which includes the song its all about the popularity of the song.

Usually, the artist has little say on the numbering of their album. It is typically chosen by the recording label thanks to a line in the ';standard'; recording contract giving them the right to select which songs are on the album and in what order. When given the ability to choose the order, many do it to follow along with the emotional content of the tracks - like the set list of a concert (often even this is chosen by the record label though). You want to mix up fast and slow songs to give the listener a chance to modify their emotional response.
Back when albums were actually made as albums rather than a random collection of songs (like The Wall), the entire order was considered from the beginning, and was written like a play.

Generally, It's based on the vibe of each track. You're not gonna see SLOW-FAST-SLOW-FAST-SLOW-FAST tracks on albums..They're gonna be portioned out.
The hottest track tends to be between 5-10 in my experience....Although some albums that are pure fire start early...Rising Down is a good example of an album that starts hard and stays hard.
I'll correct you Tambourine ;) - Arrangers have nothing to do with the order of tracks...They recompose the instrumental section and rework things like Tempo,Key,small notation changes etc. They're the editors of music.
The track order either goes to the executive producer or the head of marketing....
1. However the album sounds best in terms of flow is how you number it. For instance on The Cool his feel was starting out with upbeat songs with a little taste of whats coming later, then he smacks you with the concious songs in the middle and towards the end he finishes his concept story/reflective songs.

Hmmm.....i haven't bought an album in a while, and even when i did i just uploaded it on itunes and picked out the songs i liked.
1. I don't know how artists decide the tracks. I would figure they build up momentum and then let the momentum come down as the album progresses.

I think in addition to musical arrangement in general, the arranger assists in picking the song order. Or, I might be talking out of my ***, but I think I heard that before. I'm sure someone will correct me if I am wrong.

i guess it just depends on the artist himself cause sometimes the first track is the best one and the rest of the cd is a wash .. and other times ill like just the last song on a cd //

Hottest track on an album is usually between 3 and 6. I guess they decide on relevance from one track to the other with the hottest single being the point where the rest of the tracks are directed from.
No, I usually find that the hype for the rest of the album.
