What version of Word do you have? If it is Word 2002, then this is a known issue under certain circumstances as described in http://www.word.mvps.org/faqs/numbering/鈥?/a> .

Click into the header and delete the zero.

On the Header and Footer toolbar, there is an icon with a pound sign (#). Click it to insert the page number code.

If it's still not right, then highlight the page number, and on the same toolbar there is a button for Format Page Number. Click on it and choose ';Start At 1'; (Make sure you're on the first page of your document when you do this.)

Hope that works.
If zero is showing on all pages someone has made the mistake of actually typing 0 because whatever you type in a header or footer appears on all pages. What you need to do is go into View, Header/Footer, switch to footer using the header/footer toolbar and then insert page number from there - the # icon.
If another department set it to you for reviewing, it seems to me to be their problem to solve. All you have to do is flag it as a problem.

Hope that helps.
