If we lived in a world where our perception revolved around water, would we have a different numbering system?

There are plenty of other numbering systems. The most obvious non-decimal one is the Roman system - I, II, III, IV, V, VI, VII, VIII, IX, X etc. etc.

So our numbering system could have ended up as anything. If we lived in a world where our perception revolved around water, would we have a different numbering system?
We have our decimal system, because we have 10 fingers.

Maybe we would have the binary system or any combined system thereof: octal, hexadecimal, ... Or maybe a number system which reflects the number of fins and tails...If we lived in a world where our perception revolved around water, would we have a different numbering system?
Huh?
